So how come "North America" includes only Canada and the US? They've missed a few!
Seriously, what's the reason for not including all the countries in North America? Seems incredibly rude.
As for the questions about having multiple accounts at the same address, the rules do say one entry per household. So rent a PO box maybe?

At least it puts more of these minipets in the game and market. I'm not sure if this increase will have an effect on prices. But the more minis and other rare items in the market, the more prices go down, the more people get to enjoy these, the better.

What about subscribers in Europe to the various magazines the promotion is occuring in? What then?
I think it is much ado about nothing.
Honestly though, the form should only require email + name + Username/account info or use the existing xunlai tournament system. They already have data on file for when they need it and it is an ingame prize regardless.

Why should that opportunity or simply the chance to own a miniature that is semi-exclusive (as once placed into the Hom, become worthless) be restricted to only north america or europe players.
The game is played by people worldwide. I cant see why the competitions cannot be account based regardless of origin..

And it took well over a year by the north american and european players bitching because they were limited to korean players only and the rest of the world couldn't be insta rich.... get my point now....

Thought about it myself and just the thought alone made me calm down but not enough as it probably wont work.
I mean I hate the obnoxious Americans as it is but this promo just made me want to look them up in the atlas and spit on the page (feel the rain). OK I`ll cool down after all it`s just a bleeding stupid minipet so why do I feel so P`d off? Ehm.. maybe it`s the 10 copies of PCGamer UK (the orange box crap) that were all obviously tampered with when I considered buying one even though I had decided against it.
Canadians have it even worse so that is consoling at least.

while i think this is a good promotion for America and Canada,
this shows how much Anet doesnt give a flying **** for europeans.
Our magazine promotion involved us forking out lots of cash for barely any chance of a mini, but they get to enter directly with the company and only gw players will get them.
I'm sick of this form of differentiation between regions.
And its a tired old excuse that defferent regions have different promotions.
Its one company providing these mini's not half a dozen, it shoudl be stipulated that all players across the globe should be treated equally and fairly.
Everyone shoudl have an equal chance of getting these mini's and for the same price. in One region you pay nothing for the opportunity, in another you have to pay £6, or $12.23, in US money.
how can anyone think this is a fair way to treat a loyal community!
This is Anet just rubbing salt into the wound of the european promotion debacle

everytime anet gives away minis, there'll be complaints all over. maybe they should just change it so that it becomes an ingame event like those festivals. randomly assign a pet to those who attend the event. i don't think these events would be subject to regional laws since it's ingame, and there wouldn't be countries of players feeling left out. would require a larger effort on anet part of course.

Haloween Art Contest offereing prizes is available to a lot more than US and Canada.
So there are numerous regional variances in law, we have tha between the seperate states in the UK, that doesn't prevent them from selling the game here, having competitions here and promoting the game through the golden ticket.
If you can buy GW why can't you get entry into competitions?
Many of these minitures were on offer to the Asian countries already in some form of promotion, Australia and NZ are eligible for the Haloween competition.
So WHy are these various places not allowed into this one due to regional law?
Honestly i think thats just a lame excuse for denying everyone the same opportunity, though obviously Quebec must have some bizzare law as it never is included in these competitions, and why do the canadians have to answer a math question?
